feat: Adds tidy option for serialization. Codegens ballotbox. Fixes pooled timer leaking (#681)
* Fixes pooled timer leaking * Fixes `[dumptimers` command so it outputs properly, adds spacing, and stacktraces * Adds `[Tidy]` for serializing Lists.
