feat: Adds SerializedCommandProperty (#1249)

## Breaking Change
* Removes `SerializableFieldAttrAttribute` in favor of `SerializedPropertyAttr`.

## Important Change
* Adds `SerializedCommandProperty`

Example:
```cs
    [InvalidateProperties]
    [SerializableField(0)]
    [SerializedCommandProperty(AccessLevel.GameMaster)]
    private Mobile _completedBy;
```
