* Adds a custom BitArray class with the following added features:
* ctor for creating BitArray against read only span
* ctor for creating BitArray against BinaryReader
* CopyTo to copy a BitArray to a Span
* Adds BitArray to UO Primitive serialization so it can be codegenned.
