Adds automatic bounds.bin generation (#1744) ... ### Summary * Unifies reading UOP File indexes * Adds ArtData file reader to get graphic bounds * Automatically generates Bounds.bin from art file if missing * Adds [GenBounds command to regenerate the bounds.bin file.
