The namespace flatten (Server.Network.Bans.Blocklist -> Server.Network.Bans) missed the five blocklist test files, leaving the branch unbuildable with 7 CS0234/CS0246 errors. Point their usings at the collapsed namespace and finish the IBanReporter/IConnectionFilter Configure -> Register rename in the two Server.Tests fakes.
