fix: Adds static warning/notice gumps. (#1741) 
### Summary
* Adds `StaticNoticeGump<T>` and `StaticWarningGump<T>`
* Converts NoticeGump/WarningGump to use `DynamicGump`
* Changes various uses of notice gump and warning gump to their static counterpart.
