Added the command line argument -usehrt to enable high resolution timing on supported platforms (QueryPerformanceCounter)
Timing will fallback to DateTime.UtcNow.Ticks when QPC is unsupported.

Framework_4_0 preprocessors have been removed. ScriptCompiler will set Framework_4_0 as legacy.
