Remove (DynamicJson, options) constructors and ToJson(DynamicJson, ...) methods
from BaseSpawner, Spawner, RegionSpawner, and ProximitySpawner. Delete
DynamicJson.cs entirely. Remove now-unused using Server.Json and
using System.Text.Json directives from all four files.

CreateEmpty() registers the Item in the world before population. If ApplyDto
or subtype-field application throws, the import catch cannot reach the (unassigned)
spawner local, re-opening the orphan leak Approach B prevents. Wrap population in
try/catch in the base ToSpawner() and all three overrides: on failure Delete() the
single Item and rethrow, so the import path only counts the failure.

exposing _jsonLocation/_jsonMap for the importer post-STJ-deserialization.
- Rewrite ImportJsonSpawners to deserialize List<BaseSpawner> directly via
SpawnerJsonSerializer.Options (polymorphic on $type), eliminating
DynamicJson + AssemblyHandler.FindTypeByName + CreateInstance<ISpawner>.
- Enforce cleanup contract: every deserialized spawner (registered in World
at Map.Internal by STJ) is either MoveToWorld'd or Delete()'d — map==null/
Internal guard Deletes, inner catch Deletes on placement failure.
- Add internal ImportFile seam for testability (from=null safe; only used in
JsonException path which valid files never hit).
- Add ImportCleanupTests: valid placement, no-map orphan rejected, duplicate
location replaced — all with rigorous finally cleanup.

Rewire ExportSpawnersCommand.ExecuteList to build List<BaseSpawner>
and serialize via SpawnerJsonSerializer.Options instead of the
DynamicJson.Create + spawner.ToJson loop. Add file serialize→deserialize
round-trip test with exception-safe cleanup.

Add RegionSpawner.Json.cs with a `region` shadow property (serializes
SpawnRegion.Name) and OnAfterJsonDeserialize override that resolves the
region by name using _jsonMap from BaseSpawner. Mark RegionSpawner with
[JsonDiscoverableType] and [JsonConstructor] on its parameterless ctor
so SpawnerJsonSerializer discovers it for STJ polymorphism.
Add RegionSpawnerRoundTripTests: create+register a test BaseRegion on
Felucca (game regions are not loaded in the test environment), serialize
a RegionSpawner, assert $type and region name in JSON, deserialize, and
assert SpawnRegion.Name round-trips correctly. RED → GREEN confirmed.

Implements Task 2 of the spawner STJ migration:
- SpawnerJsonSerializer: assembly discovery of [JsonDiscoverableType]-marked
BaseSpawner subclasses, STJ polymorphism on $type, property pruning to
[JsonPropertyName]-only, and OnDeserialized→OnAfterJsonDeserialize() hook.
- BaseSpawner.Json.cs: shadow JSON properties for all BaseSpawner fields,
OnAfterJsonDeserialize() virtual method that applies deserialized state.
- Spawner.Json.cs: JsonSpawnBounds shadow property, override of
OnAfterJsonDeserialize() to apply spawnBounds after base.
- Spawner.cs: [JsonDiscoverableType] + [JsonConstructor] on parameterless ctor.
- TestServerInitializer: SpawnerJsonSerializer.Configure() wired in.
- SpawnerRoundTripTests: 2 tests (round-trip core fields, omits domain defaults).
Old DynamicJson ctors and ToJson() left in place; removal is Task 9.

This PR transitions the spawner system from a simple radius-based model to a flexible 3D boundary system.
### Core Changes
* **Replaced `HomeRange` with `SpawnBounds`**: Spawners now use a `Rectangle3D` to define spawn areas instead of a circular integer range.
* **Backward Compatibility**:
* The `HomeRange` property remains as a helper that generates square `SpawnBounds` centered on the spawner.
* Included a migration path (v10 to v11) that automatically converts old range data into new bounds during deserialization.
* **Dynamic Bounds Shifting**: If a spawner is moved, its `SpawnBounds` will automatically shift with it, provided the bounds are currently configured as a centered square.
* **New Spawn Logic**: Added `SpawnLocationIsHome` toggle. If enabled, spawned mobiles treat their exact spawn coordinates as their "Home" rather than the spawner's location.

### Summary
TLDR - .NET Framework rounded TimeSpan (and some DateTime) methods to the nearest millisecond. This was actually _expected_ accidentally for parts of RunUO.
We are aiming to fix this and clean up some other bad assumptions.

### Summary
Modifying a ValueLinkList using one of the methods will bump the "version". This field is used by iterators (foreach loops) to determine if the link list was modified while iterating. The sector.Items (and in the future other lists), will no longer be safe to modify while iterating. The server will _CRASH_ if the ValueLinkList is modified.

### Summary
Eliminates `IPooledEnumerable<T>` and `eable.Free()` from `Map` for items. This drastically simplifies code that iterates in range, for example:
```cs
foreach (var item in m.GetItemsInRange(5))
{
}
```
The code above no longer requires an eable and calling `Free()`.
